Start with a more useful question
When commercial activity is strong but uptake falls short, a campaign review alone may miss the cause. The useful question is where demand stops converting: before listing, during authorization, at submission, or after an approval. Each point calls for a different response.
Compare like with like
Separate request-level, claim-level and service-line outcomes. Define the period, denominator, payer mix and resubmission treatment. A difference between two accounts may reflect case mix or documentation rather than demand. Treat that difference as an investigation priority, not an automatic causal finding.
Make the next action specific
An evidence gap needs an evidence response. A workflow defect needs a site owner and a process change. A coverage restriction needs a payer strategy. The diagnostic should end with an intervention map, named owners and measures that can test whether the action helped.
